Did the Spurs just sign ANOTHER French point guard ?

The Spurs apparently completed their roster by inking a veteran back-up point guard to give Tony Parker a breather. The Frenchman out of Paris will wear number 1. He stands 5′5 making him the shortest guy in the league along with Earl Boykins. Before joining the Spurs, he was the French President.
